The choice of software running on the network nodes determines how information will be sent across the network and what services are provided to the user. The very lowest level protocols are the only ones to deal directly with the hardware connection, which ensures that all the higher levels of software can run on any hardware that supports these basic protocols. So improvements in signaling technology can be rapidly exploited by existing network software.
